Is There a external Hard Drive with a data recovery warranty?

I have never seen one. Data recovery, depending on how the drive fails, can cost thousands and can prove to be impossible. So the manufacturers cover the drive but not data. That is the reason for backups and raid drives etc.
You need to take steps to protect your data, no one else can.
You will never find something like that for sale any place for general consumers. Large corporations can guarantee that if they host the data themselves or if they are paid to implement the full disaster recovery plan, but no company will provide that guarantee to the average home or small business user. There are too many user errors that can happen and no corporation will put themselves at risk by offering a guarantee. Your best bet might be backing up to a hosting site that offers a limited guarantee. These companies may guarantee that the data you back up will be there, but they probably won’t guarantee that you will have a full restore if something goes south. There are too many factors that are out of their control to make a full guarantee. A full disaster recovery plan is very, very expensive and involved to implement.
It’s up to you to make sure you back up your own systems as thoroughly as possible. Back up data as often as you can to disk or tape.
